Yes! The law does NOT require anyone to have an ITIN because driving safely should not depend on access to an ITIN. The MVC has introduced amendments that will replace the SSA letter with an affidavit of SSN ineligibility. These amendments have gone through a 60-day public comment period, and are scheduled for a vote by the MVC board on Thursday, April 22nd. It is not possible to apply with the affidavit at this time, but once it is, you will be able to find it here. However, the MVC has stated that they will make the affidavit option available starting on or around June 1st.
